In accordance with the spatial asset planning directive, accumulation limits are strictly governed by the integration capacity of the target environment. Every capital unit must be mapped against a physical or structural requirement within the landscape of the acquisition project. This ensures that the accumulation does not exceed the structural integrity of the long-term financial plan.
The methodology requires a minimum 24-month horizon for assets exceeding the Grade 4 classification. This temporal geometry prevents market volatility from disrupting the organic growth of the capital stack. Integration of these assets into the existing structure must be documented via Form 12-B for municipal audit purposes.
Non-compliance with these accumulation boundaries results in a spatial misalignment, requiring immediate corrective reallocation of funds to secondary reserve infrastructures.
